I thank you for the opportunity to address you once again on the occasion of the Assembly’s gathering here in Brussels. It is always an honour for me to engage with the Parliamentary Representatives of our Member States as we seek to deepen, strengthen and critically review intra-ACP and ACP-EU Cooperation.

Let me first of all welcome you once again to ACP House for another series of engagements in your role as legislative collaborators for intra-ACP and ACP-EU relations.  I take this opportunity to offer my apologies for not being personally present at the last session of your Assembly. As was explained, I had to leave earlier to represent the ACP Group at the UN Summit on the Sustainable Development Goals held in New York from 25 to 27 September 2015. 

I am reliably informed however of the fruitfulness of the discussions that took place at your 39th Session.

May I begin by expressing how deeply honoured I am to welcome you to the ACP House for the 102nd Council Session. A special welcome to the Right Honourable Prime Minister of the Republic of Fiji, Ratu Josaia Voreqe Bainimarama, whose presence with us today signals the high esteem the Government and people of Fiji accords the ACP Group.

Welcoming remarks of the ACP Secretary General at the Preparatory Meeting for the 21st Session of the Conference of the Parties (COP21), 28 October 2015, Brussels

From the outset, let me welcome you to the ACP Secretariat and to the Special meeting of the Sub-committee on Sustainable Development in preparation for the 21st Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change.  COP21, as you are all aware, will take place from 30 November to 11 December 2015 in Paris, France.
 
The main objectives of this two-day meeting are to discuss and where possible agree upon common ACP positions on the key issues that will be negotiated in Paris and to contribute to the preparation on ACP Member States to enable them to participate in a more effective and efficient manner at COP21.

I thank the CTA for inviting the Secretariat to deliver an opening remark at this important event where the issue of “Emerging donors and rising powers in agriculture in ACP countries” will be discussed. 
 
Furthermore, I wish to acknowledge the efforts of the CTA on the regular organization of the series of Policy Briefings on the important issues of agriculture and rural development, targeting ACP countries. The wider coverage and participation of stakeholders in the series of briefings on agriculture and rural development is most commendable.
