Statement by the Secretary General at the Opening of the 102nd session of the ACP Council of Ministers, Brussels, 24 November 2015

May I begin by expressing how deeply honoured I am to welcome you to the ACP House for the 102nd Council Session. A special welcome to the Right Honourable Prime Minister of the Republic of Fiji, Ratu Josaia Voreqe Bainimarama, whose presence with us today signals the high esteem the Government and people of Fiji accords the ACP Group.

Welcoming remarks of the ACP Secretary General at the Preparatory Meeting for the 21st Session of the Conference of the Parties (COP21), 28 October 2015, Brussels

From the outset, let me welcome you to the ACP Secretariat and to the Special meeting of the Sub-committee on Sustainable Development in preparation for the 21st Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change.  COP21, as you are all aware, will take place from 30 November to 11 December 2015 in Paris, France.
 
The main objectives of this two-day meeting are to discuss and where possible agree upon common ACP positions on the key issues that will be negotiated in Paris and to contribute to the preparation on ACP Member States to enable them to participate in a more effective and efficient manner at COP21.

I thank the CTA for inviting the Secretariat to deliver an opening remark at this important event where the issue of “Emerging donors and rising powers in agriculture in ACP countries” will be discussed. 
 
Furthermore, I wish to acknowledge the efforts of the CTA on the regular organization of the series of Policy Briefings on the important issues of agriculture and rural development, targeting ACP countries. The wider coverage and participation of stakeholders in the series of briefings on agriculture and rural development is most commendable.

Good morning:  May I begin by conveying my apologies for not being able to be with you yesterday given the demand to be in Luxembourg with the EU’s Court of Auditors, the current EU’s presidency of Luxembourg and the Commissioner of International and Development Cooperation.

May I begin by expressing my deep appreciation for being invited to address the Pacific ACP Leaders on the occasion of the 46th session of the Pacific Island Forum.  The ACP Secretariat is indeed honoured for this opportunity to update Your Excellencies, on the priorities and policies of the ACP Group of States, which your representatives – Ministers as well as Ambassadors – task us to implement.

I am delighted to welcome you to the fourth meeting of the ACP Ministers in charge of Fisheries and Aquaculture being held here at the ACP Secretariat. I particularly welcome the Honourable Ministers who are joining us today for this segment of after your officials have done such extensive work despite it being a holiday yesterday.

Please feel at home here in Brussels, here at your House amongst the ACP family.

It gives me great pleasure to welcome you all to ACP House, your house. 
I am particularly pleased that many Ministers responsible for trade issues coming from as far as the Pacific, the Caribbean and different parts of Africa have been able to come to Brussels to participate in the two meetings that are ahead of us – namely the 18th ACP Ministerial and the 13th Joint ACP-EU Ministerial Trade Committee. You have made it here despite your busy schedules, and for some, very difficult travel connections.
